Powerful CHM Viewer
After trying unsuccessfully to covert CHM files to other formats (PDF, ePub) for viewing, I discovered this app which allows viewing and annotation of native CHM files.
CHM files look better and are easier to browse on this viewer than they are on any desktop viewer I've tried. There's a free "lite" version, so you can "try before you buy".
